What is the law in NYS regarding dump trucks and other open bed trucks use netting to cover their loads ? - nys law on lasers
There are many times when I am behind and dump trucks of rock and dust flying from the bed of the truck and are not covered. While the truck is empty things were flying. I know that some states require that their trucks are off for the bed of your truck loaded or empty.

If your charge I do not think you need a vacuum truck and if it is a ticket for littering the streets or dangerous cargo can get cover
